Changing The Evaluation Process for LPTA Procurements

My posts on LPTA and the negative impacts that have begun to appear on mission success have caused me to think thru the most improvements that might be made to avoid such impacts. The key seems to be the ability to get services at a lower price without getting lower quality, delivery, or content innovation. I have summarized the situation in a point paper at LPTA Point Paper in an effort to begin the discussion on alternative evaluation models. Recognize that the real improvements will only come when the supported mission can be absolute in its quantification, qualification, and characterization of the desired results. Until that knowledge can be acquired, analyzed, and reduced to writing in solicitations, I offer some interim steps and methods that can improve results. At least enough that the death spiral forming up in successive LPTA awards can be stopped.
